SUMMARY:
State regulatory agencies play a vital role in providing safe environments in which care is delivered in hospitals, ambulatory care centers, and residential occupancies such as nursing homes. The New Jersey Department of Community Affairs (DCA) works in conjunction with New Jersey Department of Health (DOH) in the process of review and approval of design and construction projects. Like many other organizations in the post-pandemic era, staffing and funding effect the process to move the process forward according to the state laws in place to regulate healthcare projects. This presentation seeks to clarify the process, describe the roles of DCA and its relationship to DOH, and describe thoughts on the future regulatory environment in New Jersey.
SPEAKER BIO:
Mr. Uhaze is a registered architect and has worked in the field of healthcare design for the past 43yrs. For 28 of those years he was employed by the State of New Jersey as the Authority Having Jurisdiction over the construction and renovation of every healthcare facility in the state. While with the State of New Jersey, he served on numerous committees including the Barrier Free Committee, Fire Safety Committee, and the Codes Advisory Board. He is a 29 year member of the Facility Guidelines Institute-Health Guidelines Revisions Committee, and has served as the Co-Chair of the Hospital Document Sub-committee, a member of the Steering Committee, 2018 Edition Vice Chairman, and as Chairman of the 2022 Edition.
He has also served as a 20 year member of the NCPCCI Test Development Committee which writes and maintains the national construction code inspectors certification examinations used throughout the U.S. for the licensing of building inspectors. He is a frequent speaker throughout the Delaware Valley area as well as nationally and is currently providing consultation to the healthcare industry regarding the FGI Guidelines, NJ State Standards, NFPA Standards and the International Building Code through his company, Health Facilities Design Consulting.
